Mental DominanceOne of mankind's greatest powers has always been our ability to influence each other, to communicate and organize. Clearly, some of us possess this ability to a greater extent than others, and a few people possess it to a supernatural degree. These people are called active telepaths, broadcasters, or pushers. Their power is known as mental dominance. These people are psychically "loud;" their thoughts are simply more powerful than others'. They can't send their thoughts to distant targets or influence people by sheer force of will. To most observers, they are just incredibly charismatic. As long as they can communicate with someone, via speech, text, gestures, or facial expressions, they can convince them to think or do just about anything. They can convey complex messages with a nod and a wink. They can make security guards believe a post-it note with "Security Badge" written on it is the real thing. They can "push" people to obey their commands, and even plant post-hypnotic suggestions that may not take effect for months or years. Weakness First, it's always extremely difficult to make people do things they truly don't want to do. The universal example is suicide, but any deeply held conviction will block a telepath's powers. However, many people secretly wish to do things they know they can't; under a telepath's influence, inhibitions fall away. Second, it's never easy to use mind control on another pusher. Their own thoughts "drown out" those of others, making them immune to influence... and largely oblivious to other people's thoughts and feelings. Finally, pushers are unable to hide their thoughts from mind readers. Even normal humans can usually pick up on their emotional states and call their bluffs during a poker game. This does not provide a bonus to the mind reader's rolls, it requires the pusher to defend themselves with a Target Number of 1.
